A developer is able to carry out contestable parts of the new mains and services scheme, be employing an accredited self lay organisation (SLO).
As a guide the following items of work are contestable, however you should consult the code of practice and addendum for a complete listing:
- Designing the new water mains
- Providing and installing the on site water mains
- Providing and installing off site mains in third party land or highways
- Carrying out on site diversions and reinforcements, where existing customers are not affected.
- Disinfection and pressure testing
- Supplying and fitting water meters
- In line connections to new mains.
Self Lay Asset Payment
Where new mains for domestic purposes are self laid, UUW will usually make an asset payment to the developer or self lay organisation in respect of the new mains when they are connected to UUW's water network. Charges for non-contestable work and for any contestable work that has been carried out by UUW on behalf of the developer or SLO, will be deducted (or invoiced if needed) when the first asset payment is made.
Self Lay Adoption Agreement
The Developer, SLO and other related parties will need to enter into a self lay agreement before the self lay works are commenced.
Self Lay Deposit or Surety
Under most circumstances UUW will not require a deposit to be paid in respect of the self laid works. Where there is a special construction risk, such as an SLO with limited experience in the type of work being undertaken, UUW may require a deposit or surety from the SLO or developer. In the event that deposits are needed, this will be indicated when the design approval is issued.
Self Lay Technical Requirements
Accredited SLO's have access to UUW's virtual data room which sets out up to date processes that should be followed when self lay work is constructed. It also contains technical information which can also be used by an SLO to prepare design for those assets that are to be adopted by UUW. Where an SLO bases a design on UUW specifications, there is no need to provide full design calculations.
